BIRMINGHAM, Ala. (AP) -- A new federal review of Alabama's Child and Family Services agency says the state is exceeding national standards when it comes to protecting children from abuse and neglect.

But the review says the Department of Human Resources is still struggling to find permanent homes for the children in its care.

The report was from the U.S. Department of Health and Human Services.

Carolyn Lapsley, deputy commissioner for DHR's Children and Family Services, said the department was pleased with the review.
